Police Commissioner Kelly can Shoot down an Air Plane

There is just something so very wrong with this statement.

Commissioner Ray Kelly tells CBS' "60 Minutes" that after the Sept. 11 attacks, he decided the city couldn't rely on the federal government alone. He set about creating the NYPD's own counter-terrorism unit. He says the department is prepared for multiple scenarios and could even take down a plane”

What is a cities Police Commissioner doing even thinking he can take that kind of responsibility onto himself? What the hell kind of law is he thinking gives him the authority to decide all by his lonesome to take a plane out of the sky? He has no federal authority only a legal standing as the commissioner of police for the city of New York.

This kind of police madness is concerning on way to may points fist of all the simple idea that he decided he did have the authority to even obtain this ability. This is a good example of a out of control police force.

This kind of ability should only be in the hands of the military under several layers of control before a shot down order is ever given. </span>
